A required privilege is not held by the client error

I receive the "A required privilege is not held by the client" error when trying to open Paint from the start shortcut. Strangely, Paint opens without error when I search for it. I've attempted removing and then re-adding the pinned shortcut, but the issue remains. Any idea what might be causing this?
