Can't Customize Font and Shadow on Windows 11 Desktop Icons

After updating to the latest version of Windows 11, I wanted to change the font of the desktop icon captions and remove the shadow, butthe "Customize" and "Shadow" buttons were nowhere to be found.
I'm not one to easily give up, so I'm hoping someone might have the correct process to do so, even if it means rolling back a specific update.

I didn't see those specific settings in Personalize and went through the Clear Type settings but I do notice that the Desktop background colors make a difference.
