Computer won't stay off.

My computer won't stay off. I turn it off and it shuts down but then it starts up on its own again so I then turn off the electric power switch. The interesting thing is when I go to use it again, I turn on the power switch but the computer DOES NOT start up on its on. I must turn on the top switch to start it. Any ideas?
Win 11, I built it in 2019. I have no problems that I am aware of in any other area of the computer.

  • Wake-on-LAN / Wake-on-Keyboard/Mouse Your BIOS or Windows settings may allow devices (like your network card or USB mouse) to wake the PC. If they’re enabled, the system can restart right after shutdown.
  • Fast Startup (Windows feature) Windows 10/11 has a “Fast Startup” option that sometimes causes odd behavior, including rebooting instead of fully shutting down.
  • Scheduled tasks or updates Windows Update or other scheduled maintenance can trigger automatic wake-ups.
  • BIOS/UEFI power settings Options like “Restore on AC Power Loss” or “Wake on RTC” can make the PC boot when power is restored.

Try ..

Wake-on-LAN (WOL) or “Wake on Network” is enabled

This makes the computer turn on automatically when it detects network activity.

How to check (Windows):

  1. Right-click Start → Device Manager
  2. Expand Network adapters
  3. Right-click your Ethernet/Wi-Fi adapter → Properties
  4. Go to Power Management
  5. Uncheck:​
    • Allow this device to wake the computer
  6. Go to the Advanced tab​
  7. Disable:​
    • Wake on Magic Packet
    • Wake on Pattern Match
    • Wake on LAN

BIOS/UEFI settings waking the PC

Some BIOS settings can auto-power the computer.

Check BIOS for:

  • Wake on LAN
  • Wake on USB / Wake by Keyboard or Mouse
  • Resume by Alarm / RTC Wakeup
  • Power On after Power Failure or AC Back / Restore AC Power Loss
    (Set this to Stay Off or Power Off.)​
If this is set to Power On, the moment electricity stabilizes after shutdown, the PC can power back on.

I am still working on it. I also tried the sfc /scannow and it did correct some corrupt files. I will try the BIOS items again.

I found nothing in the BIOS. Under Power Management I turned off (allow this device to wake computer)
In Advanced I Disabled Wake on Magic Packet, Wake on Pattern Match and Wake on LAN.
My next step is to contact Microsoft and arrange for a tech to take over the computer and find the problem.

It can also be caused by the mouse subtly moving. Mine does it whenever anyone walks close by the laptop sometimes especially if they’re heavy footed.

Never let anyone take over your computer remotely. You do not know the person on the other end.

That is normal in my opinion. The switch on the top is putting your pc not really in a "OFF" state rather in a "Sleep/Standby" state.
