How can I disable the Ctrl + Space command?

Holding down Ctrl and clicking Space does not input a space on my computer and this issue persists across different keyboards and computers. Even after booting into safe mode, the problem remains, leading me to believe it's a Windows command. Despite trying various solutions found online and disabling sticky keys nothing has resolved the issue thus far.

Ctrl + Space command activates Clear Text Formatting function .. its onl applicable for most common Word Processors and there's not feature that Windows itself does using Ctrl + Space command ..
