How to Fix Windows 11 Update Restart Loop (KB5039212)

Every time I restart my computer, I keep getting the message that the 2024-06 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5039212) is pending restart. I don't know how to get out of this loop. One day, I lost my background image and now have a solid color only. I tried to fix it by going back to a previous restore point, and that's when the issue started.
