I se my laptop monitor to go off after 60 minutes of inactivity. The settings say that it is on, but the monitor never shuts off. What else do I need to do?

The computer is set to shut off the monitor in 30 minutes. As far as I can tell, the only app running in the background is the 360 Security app. That shouldn't have any effect since it doesn't on the desktop.
