Missing VCRUNTIME140.dll and MSVCP140.dll Errors in Windows 11

I performed a full factory reset on my computer to upgrade to Windows 11. When I tried to install an application, I encountered errors indicating that VCRUNTIME140.dll and MSVCP140.dll are missing. How can I resolve this issue?
