My system is ancient but is loaded with Windows 11 Pro and was running great right after in place upgrade from win10 Ultimate. I immediately found out that sleep/hibernation was a problem, so I just deactivated for now.
The biggest problem was as described in title. Windows 10 had been running for years without any problems, so my debugging skills were stale.
Finally remembered to check event viewer and found out one of two very old my CD roms/burners was polling the motherboard multiple times per minute, viewer showed over 14,500 errors tied to this device. Disconnected device.
Nirvana. Been chasing this for at least 10 days, it caused all sorts of strange behavior problems including messing with the internet, did three restores, unloaded vid driver, chipset driver, played with sound and mouse, reloaded, ran sfc and DISM commands multiple times, loaded LatencyMon for info, but the polling/interrupts were not going away. LatencyMon is green and clear now. The real good is no carryover win10 apps or data was fubared....
