Task host manager and program manager prevent windows from shutting down

Is anyone else experiencing these issues? Every time I attempt to shut down my PC, i get this dialogue stating that one app is closing and the system is shutting down, but it seems that Task Host Manager and Program Manager are preventing the shutdown process. Can anyone suggest proper troubleshooting steps to resolve this issue?
