Virus and Threat Protection Settings Missing in Windows 11

I'm trying to make an exception for a file, but when I go into the Virus and Threat Protection section in Windows Defender, the only option available is Real-time protection. Why are all the other settings not showing?

Go to "Settings\Applications\Installed Applications" on your PC or laptop.
Scroll completely down on the page to "System components" and click on it
Choose "Windows Security" and click on the three dots to the right and then on "Advanced options".
Scroll down to "Repair" and "Reinitialise" and hit the first and afterwards - if this does not help - the second item.
