Win 11 setting up for work or school

So we have a strange thing happening in our organisation.
Sometimes when people login with there AD credentials they get the screen Setting up for work or school.
In rare cases this only takes a few seconds but in many cases they just gets stuck in account setup and they can't login.

We have this with random users.
Sometimes a restart fix this issue but not always.

Is there someone that had this issue in the past ?
