For now you'd have to use OpenShell/StartAllBack/Start11 to set up a Windows 10 type shell environment and then create a Quick Launch bar the old fashion way (Right Click > Toolbars > New). I don't necessarily see MS restoring the Tool Bar / Task Bar settings functionality when so many other folks are doing it for them.
