Windows 21H2 will not turn off, monitor and SSD C:\ turn off but power light stays on

The same happens with Windows update, I have to use the power button to turn off even though it warns, do not switch computer off. I have tried sfc/scannow
but that does not improve matters, I have no idea what to try next, I have tried an in-place upgrade but nothing improves.
