How do I add Bates numbers to legal PDFs without covering stamps or signatures?

I have legal PDF files that already contain footer notes, stamps, and signature areas. The pages need Bates numbering with a proper prefix for tracking, but the numbers should not overlap any existing content. I need controlled placement before sharing the final documents.
