How to stop Windows from changing the modified date of all files in a folder?

Hello,

Whenever I open a file, no matter what type it is, Windows changes the modification date of all the files in the same folder. This even happens if I just open a file without making any changes.

Is this a common problem, and how can I fix it?

When I check the Properties on my files the Accessed date changes.
