Is there a way to further customize the default contrast themes?

I like using the "night sky" theme but I dont like the link borders on webpages and border colors on windows. I know there is an "edit" that allows limited customization, but is there a registry or further customization I can do?

There are too many borders in webpages. Is there a way to change the border color or get rid of in web pages like this
