Nvidia GPU Fan speed Control With Afterburner is Broken

I am trying to manually set my fan speed during intensive workloads using afterburner, Power and clock speeds can be adjusted, fan speed resets to 30% instantly, Some apps my fans boost fine, others, my fans just sit at 30 and I can even manual override them, It is impossible to do some benchmarks, and heavy memory workloads, even Nicehash and other mining software which should have fan control do not work. This was a rare issue on windows 10 builds that I also could not work around on some PCs.
For more context, I can control Case Fans, and anything else in my PC, just not Gpu fans, 3080, 2070 Super, and 1070 Tested.
