BSOD Failure

When I start my laptop, a BSOD occurs with a message saying "They will be restarting my PC, but nothing happens." When I turn it off and then restart, the screen is blank, and not even the logo shows up. However, if I leave the laptop off for some time and turn it on again, the BSOD shows up once more. What should I do?

Your ram clock timing might be too fast hard to say as you have no details.
