Cannot create a new Microsoft account and email

I am trying to create a brand-new Microsoft account and email address. I go to account.microsoft.com, select "Sign Up," and choose "Get a new address." My only options are to choose either the "outlook.com" or "hotmail.com" domains (which I found interesting, as I thought Hotmail had been deprecated). Regardless of the domain or email address I choose, it always says the address is not available.

I have scoured the forums for answers but found nothing relevant. I have tried using a private browsing window, clearing the cache, and more. What am I missing? How do I fix this?

I need to set up a new PC with a fresh build of Windows for a church client, and they want a brand-new account (i.e., not associated with any individual). This should be straightforward, but it's proving elusive.
