How to disable file download security warning

Whenever I open The Sims or any other application through Steam, I keep getting a "file download" security popup.
This is very annoying and even though I turned off the popups through Internet options, the issue persists.
I have Webroot installed, but I completely disabled it, and the problem still occurs.
I'm not sure what else to do.
