Microsoft Store displays 3D Builder, but there's no option to install it.

It appears to be missing the Microsoft.WindowsPreview.Kinect.8.1 package:

"App installation failed with error message: Windows cannot install package Microsoft.3DBuilder_1.0.0.127_x64__8wekyb3d8bbwe because this package depends on a framework that could not be found. Provide the framework "Microsoft.WindowsPreview.Kinect.8.1" published by "any publisher", with neutral or x64 processor architecture and minimum version 2.0.1410.19000, along with this package to install. (0x80073cf3)"

I tried accessing the package from store.rg-adguard.net/ but the link appears to be dead.
