Passwords gone

Restarted my pc after installing fresh updates
I had to reset every password on every site.
What the hell?
I have my TPM module setup properly
and in the BIOS or whatever it's called now
yet it seems Windows doesn't remember any of them.
This happens at least once a week or more
depending upon how many updates are issued.

What is going on?

Someone please help.

I have followed all instructions on clearing cache, ran all antivirus scans, etc
Even uninstalled and reinstalled chrome.
From one startup to the next of google, no passwords are saved,
even though I instructed the settings to do so.

Frustrating.
