Unable to add my phone number

Whenever I try to add my phone number, it always says "try another verification method" at the top and indicates that I am blocked. I made a new account and tried to add my phone number there, but encountered the same issue. I am very frustrated and have done everything I could. I haven't done anything wrong, yet I am blocked.
