Usb tethering connects to ethernet, says "connected," but there is no internet

Usb tethering initially worked for about a minute, but then stopped functioning. It shows an Ethernet connection, and the troubleshooter indicates that I'm connected to the internet, yet there is no actual internet access. I've tried creating an .inf file with the USB tethering template and uninstalling/reinstalling the Remote NDIS Compatible Device, but nothing has resolved the issue. I’m at a loss for what to try next.
