Windows connected to phone hotspot but can't access websites.

My computer is connected to my phone hotspot, says it is connected to internet, but can't access any website or access any online apps. It happened out of nowhere when i was playing a game. I reinstalled drivers, cleared dns cache, reseted network parameters, tweaked with IP and DNS settings, disabled firewalls and antivirus, checked for malware, tried both wifi and USB ethernet, nothing works. Windows troubleshoot doesnt find any problem with my internet. I ran safe mode with networking and couldn't access any websites either. However it seems that there is still some data being received and sent out . I'm confused. Any suggestions will be appreciated, as i'm not an expert on this. The problem isn't my hotspot since i can connect other devices juste fine.

Any conflicts with data usage limits or mobile data vs wifi.
