Disable hover function

I find the automatic hover function which occurs every time the pointer crosses a picture or link to be irritating. I have slowed the mouse and tried the online suggestions that I found but cannot eliminate the auto function. I want the mouse to require a click to open a link or picture. I tried going to Geek Squad for help but other than slowing the mouse they could not find a way to turn off the hover function. Is it possible to eliminate that function?
