Weird random scrolling

For some unknown reason
in the last few days
whenever I am looking at the directory (of any drive)
the contents scroll by themselves

Anyone have an idea why this is happening
or how to fix it?

Continuously? Never stops? Up and Down?
Only Down?
Only Up?
Only down and when it gets to the bottom it stops?
Does the position of your mouse cursor seem to influence the behavior one way or the other?

Typically scrolling behavior is controlled by one or both of your commonly 2 (two) input devices, so....
That's where I'd start (looking for stuck keys) keyboard common navigation keys (arrows, page up, home, end, etc.)
Mouse scroll wheel
Both keyboard and mouse batteries if applicable.

We had an issue back in Windows 10, where if you had a desktop background setup as a slideshow and (as I recall) you also had the box labeled Automatically pick an accent color from my background (under "Colors") ticked, then that would often result in File Explorer windows that were open to randomly scroll about.

No way of knowing if that weird condition has reared its' ugly head again.

Turned my mouse off
Operating solely on keyboard
Used down arrow to visit bottom of list, but it went there on its own
Every effort to go back to top of list was bounced back down
Turned off keyboard and with mouse only it was the opposite
Put brand new batteries in both and the effect stayed.
Double checked...no stuck keys
Wondering if I need to look at IRQ conflicts

OR
Do you get the same behavior when you have other apps open....
Like a web page that you might want to scroll
OR
Perhaps a multi-page document that might require scrolling while reading???

Because if it is only File Explorer, there may be a tick that you need to untick...

Since I'm not completely sure of what exactly you are experiencing, so I'm just grasping at straws and best guessing.
Have a look at this setting and see what you find.

I followed your example
Expand to current folder is unticked
That left bracket/area is what scrolls wildly

Does not happen on web pages
When viewing System properties,
it refuses to scroll down. The tope part listed seems "too heavy" for anything to lift it upwards more than a line or two. Falls back down quickly.

In File Explorer, the right side is fine. Only the left side seems overdosed with helium.

Oh, and when opening the task bar to adjust sound...without input from me, the sound level increases on its own.
When I try to drag the slider to a lower volume, it instantly tries going back up.

OK... I surrender.
I got nothing.

I was sort of hoping that it was some sort of competitive conflict between dueling input devices like a laptop trackpad and a USB connected (or wireless) mouse

It's so early on for Windows 11, I suspect that many of its' little annoyances are yet to be exposed, let alone identified and fixed.
I'll keep an eye out for anything further I might stumble across

IF you happen upon a remedy, please follow-up and let us know.

Well, here's a teeny update.
Purchased a much needed external mouse for my laptop.
(It came with touchpad---yuk)
Put it on desktop and problem Did Not disappear.
Put it on laptop, no problems.
Tried a mouse with extending cable borrowed from wife's pc
Problem still there.
So it's definitely not the hardware.

Yep.... I'm pretty sure it's a glitch in the matrix. Unfortunately Neo isn't returning my calls. :D
An update will probably come along and automagically fix it.
Maybe the 9th which would be normal "Update Tuesday".

Oh wow.
After the latest update,
when Windows started, prior to entering my pin,
the initial screen with time display showed,
et it looked like an older TV in that vertical hold was askew.
It constantly rolled upward.
One click of mouse halted it, bt man that was wierd.
Previous problems persist.
(Sad face)

While I would be surprised if this issues has carried forward to Windows 11, it still might be worth a careful reading and perhaps trying some experimenting. Switching background to solid color and manually choosing an accent color just as a test.

Yep, switching to background color would be a good try
I will keep attempting
But that option is on a top line that flies quickly to past screen upper border

Tried
Press Winkey + X to open Start Right Click Menu
Use the Arrow keys to Scroll Up to PowerShell (Admin)
Type the following into the Window Press Enter after each command.
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow

Still no change
