Auto-zooming and drop downs in Windows 11, very annoying

For some reason, months after I installed Windows 11, it some how auto zooms whenever I open up a picture on my laptop, I've updated, restarted, scanned, and everything, but NOTHING fixes it. Plus, drop downs don't really stay the way they are unless I quickly select the drop down option I want. With the auto-zooming, I noticed it only does this with my pictures if I open any of my pictures on any application that works with pictures. How do I stop the automatic zooming and/or the drop-down issue?

Does this only happen when you open a photo in a picture app?
