Microsoft Store Apps: Offline installing and starting apps does not work

Tested with this app. The Files app https://apps.microsoft.com/detail/9nghp3dx8hdx? with Windows 11 24H2 on a clean install. Previously, I download this app on another Windows 11 computer + downloaded all the necessary dependencies under https://store.rg-adguard.net/

Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe.appx

Microsoft.WindowsAppRuntime.1.5_5001.311.2039.0_x64__8wekyb3d8bbwe.msix

The offline installation worked, but unable to start the app offline. After installation, the app does not launch, and have tested this multiple times and a clean install in VMware Workstation 17.6.1, using the original Windows 11 24H2 x64 ISO file from Microsoft: https://www.microsoft.com/en-us/software-download/windows11
