restart Windows Explore to get task bar auto hide working

Why do I have to restart Windows Explorer to make the taskbar auto-hide function work? It's so frustrating that it stops functioning, and the only solution is to restart a Windows application. Is this really necessary? This issue has persisted since MS10, and it's disappointing to see it still unsolved in MS11.
