Windows desktop - shortcuts not working

All of a sudden while the computer is running my desktop shortcuts like explorer for C Drive, etc. will not open. I booted to safe mode and I am running Restoro - also all the shortcuts work and the safe mode. The syntax for them is correct. I am running Windows 11 beta preview with latest update.
