Desktop icons won't stay on the bottom row after the latest KB5023706 update

After the latest KB5023706 update icons don't stay on the desktop's bottom row ( right above the taskbar), even when "auto arrange icons" and "align icons to the grid" is off when I try to place an icon on the bottom row, it bounces back one row above.
