Folder Icon Pictures

I added a picture to a folder icon but it is tiny and remains so when a larger folder size is chosen also. Can I increase the size of the picture so that it is useful?

I haven't done it in quite awhile and maybe the old MSPaint versions could save as an .ico file but you might try GIMP or IRFanView to resizing an image and saving as .ico. One thing to keep in mind is for the resolution, it's better to start with a larger image and shrink than to start with a small one and enlarge.
