Remove window activation by mouseover

When I was using Windows 10, I used the option for the mouse to activate a window when mouseover is used. After updating to Windows 11, I find that there is no obvious way to deactivate this mouseover option. There are plenty posts showing how this can be done via 'Accessibility' for Windows 10 but not 11. This option has a big negative as every time an app is selected on the taskbar it opens but as soon as the mouse is moved to the app it closes. Has anyone got a solution via menus or by editing the registry?
