Unable to boot into Windows Recovery Environment

My computer boots normally, and I have no problem getting to UEFI.

I cannot enter WRE, using any of the MANY methods found online; tried them all:
-Settings->System->Recovery->Advanced startup->Restart now.
-Press F11 during the system startup.
-Press and hold the Shift button and click on Restart now.
-Administrator Command Prompt->shutdown /r /o.
-Administrator Command Prompt->Reagentc /boottore.
-3 sequential Hard reboots.

File locations and scans all normal:
Winre.wim and ReAgent.xml are located at C:\Windows\System32\Recovery.
WinRE.wim is located at C:\Recovery\WindowsRE.
reagentc /info shows Windows RE is enabled.
sfc /scannow - The scan did not find any issues.
Dism.exe /Online /Cleanup-Image /CheckHealth - The scan did not find any issues.
Dism.exe /Online /Cleanup-Image /ScanHealth - The scan did not find any issues.
Dism.exe /Online /Cleanup-Image /RestoreHealth - The scan did not find any issues.

Reguardless of method used, the same sequence of events occurs:
1. The computer reboots to a black screen on which is briefly seen:
Please wait
Loading files...........
2. The screen goes black and nothing happens.

Any ideas appreciated!
