I also have this same problem on a fresh Windows11 install. I've tried everything I can find by Googling, but nothing has worked.

Does anyone have a fix?

I had the same error message when starting TF2. In my case it was not related to DX but my Audio driver. I installed the most recent version of the Realtek Audio driver that I got from the ASUS website (I have an ASUS motherboard) and then it worked.
Note that, in order for the new audio driver to work, I first had to install Windows Media Features (System > Apps > Optional Features > Add > Windows Media Features)
