Bluetooth Speaker Quirkiness

I have a paired external Bluetooth speaker that presents the following 'quirks':

- When turned on, sometimes it immediately connects, sometimes it doesn't, forcing me to manually connect. This behavior is almost random.
- When it connects, it always starts at 30% volume. Is there any way to get it to always start at 100%?

As for the volume, it may be taking its cues from the hardware setting. Before pairing and connecting the Bluetooth, if a Notebook might try its setting for higher volume, if a Desktop with a multi-media keyboard do the same.
