Local Administrator Password

I have a problem with the local administrator account, here is the problem

1-Our previous IT Manager set an admin password for windows 11
2-He also set a password on the BIOS (with HDD load only)
3-He claims that he forgot the passwords !

So now I have 20 PC's with regular user account & admin account.

I cannot install any application on the local user account and I also cant boot from a usb. Is there any solution to fix this ?

You could do I BIOS reset which will set it to default settings and cancel out any passwords and setup the BIOS to boot from USB, not sure about the other stuff.
