Windows 11 keeps locking my desktop Icons Any help

W 11 Keeps locking my dsktop icons over and over shortly after a reboot/ which I would do anyway.
The common fixes I have tried.
I have verified that Auto Arrage/ is off as well as auto align or whatever
I have rebooted at least 4 times to clear the issue, but it locks them again in very little time.
