After Restart PC not booting Windows just screen turn black

Have tried SAFE MODE booting if successful?

I give a hint, turn on Legacy Boot Menu (same as Windows 7) using SysMinion as below screenshot;

You can reach the "Advanced Startup Menu" (with all sorts of repair tools (--> google) by booting windows with the start button, let it begin to start and interrupt the boot process again by holding down the start button. The 3rd time you do this the Advanced Startup Menu should appear.
