Artificially slow network speeds

I have gigabit speed from my ISP with a Wi-Fi 6e router (Linksys Hydra). On my phone I'm easily able to reach between 600 and 1,100 mbps depending on time of day.

However, my desktop seems to be artificially limited to no more than 200 Mbps, but frequently only 80 Mbps or even 50 Mbps. This is the case on Ethernet (CAT 8 cable), the Wi-Fi built into my motherboard, and the Wi-Fi 6e PCIe card I have, as I have tested all three.

HELP.

Question 1: Are you using the onboard Ethernet card or an add in card?

Question 2: If using an onboard Ethernet, have you checked the mother board specs to see what the max speed of the onboard card is? If the specs state the onboard is a gig connection, you may need to update the driver for the NiC, and maybe even check advanced settings to make sure the NiC hasn't had a max lower max data set on it.

Same as above if using an add in NiC.
