Why do my USB devices turn off when not in use?

If I'm watching a video or chatting with friends and my keyboard and mouse are inactive Windows turns off all my USB devices and then turns them back on a few seconds later.
I've checked many websites that address this issue and followed their recommendations, but nothing worked. This problem is really frustrating, especially since i don't know anyone else who has experienced it and I haven't found a solution online.
Please help!

Your USB devices might be turning off due to powar-saving settings. Try this: open Device Manager, find USB Root Hub, right-click, go to Properties, and uncheck “Allow the computer to turn off this device to save power” under power Management. Also, disable USB selective suspend in your power plan settings. Should fix it!

My USB ports works fine without delay .. I do set the TURN OFF feature whe not in use (all slots except the USB mouse that I use) .. preserve energy :)
